1.1 The Chair welcomed Members and thanked Llyr Gruffydd for all this hard work during his time on the Committee.
1.2
Apologies were received from Hefin David and Michelle Brown, there
were no subsitutes.
2.1 The Committee scrutinised the Cabinet Secretary and Minister on the draft budget.
2.2 They agreed the following:
· To inform the Committee when a progress report will be available on the impact of the spending utilised to reduce infant class sizes;
· A breakdown of the components of the Regional Consortia School Improvement Grant in 2019-20 including the corresponding amounts in 2018-19 and confirmation of whether the individual elements remain ring-fenced for their specific purpose;
· A note detailing the Welsh Government forecast of the total sum expected to be transferred to HEFCW and further education as a result of the full implementation of the Diamond review and a forecast as to when this funding is currently expected to be released to the sectors by financial year;
· A note providing the Committee with each allocation of funding (i.e. 6th Form, FEC, ACL, and other material allocations) within the Post-16 Education Action.
3.1 The Committee scrutinised the Cabinet Secretary and Minister on the draft budget.
3.2 The Cabinet Secretary agreed to provide a
breakdown of exactly where in the Welsh Government’s draft
Budget the £57 million soft drinks levy consequential has
been allocated.
4.1 The papers were noted.
5.1 The Motion was agreed.
6.1 The Committee considered the evidence received during the morning sessions.
